Zhoushan in East China's Zhejiang province recently published a five-year plan to further improve village-level collective economy and revitalize rural areas, local media reported on March 2.

During the 13th Five-Year Plan period (2016-2020), the annual operating income of Zhoushan's village-level collective economy grew at an average annual rate of 7.1 percent, increasing from 287 million yuan ($44.35 million) in 2016 to 405 million yuan in 2020.

By the end of last year, the average village-level collective economic income in the city totaled 1.45 million yuan, with 107 villages generating more than 1 million yuan in annual operating income and 110 villages with less than 500,000 yuan of operating income.

The five-year plan states that during the 14th Five-Year Plan period (2021-25), the rate of increase for total village-level collective economic income in Zhoushan will be no less than that of fishermen's per capita disposable income, while the rate of increase of the annual operating income will be more than 5 percent.

The plan also proposes that by the end of 2025, over 65 percent of villages in the city will have more than 500,000 yuan of annual operating income.

Meanwhile, the Zhoushan municipal government will promote village-level collective economic organizations to develop property management and a service-oriented economy, and make good use of vacant residential land, farm houses, and aquaculture waters to increase the income of village-level collectives.

The local government will help village collectives cooperate with e-commerce companies to exhibit and market their special agricultural products, artifacts and snacks online.

Public institutions, companies and overseas Chinese groups will be encouraged to help local villages and agricultural technicians will also be dispatched to guide local villagers.
