Zhoushan in East China's Zhejiang province has achieved another milestone in bonded bunker fuel supply, reaching 8.03 million metric tons in 2025, up 10.6 percent from the previous year.
Zhoushan has introduced a series of measures to promote clean fuel, including regulations for cleaner fuel operations, a joint supervision mechanism for fueling vessels, and a green transformation action plan.
These efforts have contributed to the addition of nearly 120,000 tons of biofuel oil bunkering supply. The city has also opened a liquefied natural gas bonded warehouse, started construction of its first methanol supply vessel, and introduced the first liquid ammonia fueling company.
Zhoushan has continually upgraded its digital bunkering supervision system, launching the country's first provincial-level standards for flow meters and implementing a nationwide digital system for bonded bunker fuel, simplifying the fuel measurement, transfer, and verification processes.
Furthermore, the city has introduced measures to improve anchorage efficiency, such as increasing priority anchorage spots and expanding night fueling service. By 2025, the anchorage fuel supply in Zhoushan had reached 2.84 million tons, a 19.1 percent increase year-on-year.
Zhoushan is also reinforcing its cost advantages by optimizing policies and infrastructure, maintaining competitive fuel prices, and expanding storage capacity. With new projects in place, the port aims to rank among the top three global hubs in bonded bunker fuel supply.
