Zhejiang Ocean University in Zhoushan, East China's Zhejiang province, and the Richmond-Zhoushan Friendship Commission in the United States signed a memorandum of understanding on Oct 30.

The memorandum focuses on education as a foundation for long-term collaboration, promoting youth exchanges, language training, and academic cooperation programs between the two sides. During the signing ceremony, Zhejiang Ocean University presented cultural gifts featuring local elements of Zhoushan. The Richmond delegation later toured the university's library and marine museum, praising its distinctive academic environment and maritime education features.

Nathaniel Bates, chair of the Richmond-Zhoushan Friendship Commission and former mayor of Richmond, emphasized that young people are the key force in sustaining international friendship. He noted that strengthening youth ties and mutual cultural understanding is not only vital for Zhoushan and Richmond but also for promoting exchanges among all Chinese and American cities. At 96 years old, Bates expressed delight at seeing the university's vibrant atmosphere and announced plans to bring around 50 Richmond students to Zhejiang Ocean University in December for an exchange visit.

Richmond has been a sister city of Zhoushan for over 30 years. The two cities have long engaged in exchanges in the economy, culture, education, and tourism.
