Shengsi draws blueprint for green island development

Shengsi county in Zhoushan, East China's Zhejiang province, has advanced toward sustainable island growth, creating a balance between ecology and industry over the past 20 years.

The county replaced more than 2.49 million traditional foam buoys with new, environmentally friendly models, cutting 210 metric tons of marine waste each year. It has carried out ecological restoration of 13.6 kilometers of coastline and dredged 1.844 million square meters of bays, improving seawater quality and circulation. In 2024 alone, more than 11,000 cubic meters of coastal waste were cleared.

Biodiversity has flourished, with 1,466 species recorded, including rare birds such as the black-faced spoonbill. Coral species have reappeared, and dolphins and sea lions have returned through artificial reef and release projects.

Air quality has also improved. The county's level of particulate matter 2.5 (PM2.5) — airborne particles 2.5 micrometers or smaller that are harmful to health — averaged 13 micrograms per cu m in 2024, the lowest in the province and down 61.7 percent from 2015. Cleaner industries have followed, with upgrades in shipbuilding, oil storage, and plastics processing, alongside investment in renewable power. Offshore wind farms now generate 1.86 billion kilowatt-hours annually.

Tourism has transformed declining fishing villages into popular destinations. Homestays, cafes, and cultural attractions have fueled local income growth. IIn 2024, rural per capita disposable income reached 50,073 yuan (about $6,975), up 5.9 percent year-on-year and over six times the level of 2004.

Shengsi's experience shows how lucid waters and lush mountains can bring both ecological and economic returns.
