Zhoushan, located in Zhejiang province, has recently introduced a comprehensive action plan aimed at ensuring the overall well-being of its residents, as reported by local media.

The plan focuses on enhancing institutional mechanisms and improving key health indicators across six categories, including healthy environments, factors influencing health, lifelong health, prevention and control of major diseases, medical and health services, and the development of the health industry.

Specifically, the plan aims to consistently maintain maternal and infant mortality rates below 70 per 100,000 and 5 per thousand, respectively. The proportion of urban and rural residents meeting the "National Physical Fitness Measurement Standard" is targeted to exceed 94 percent.

Efforts will also be directed towards gradually increasing the average life expectancy per capita to over 81.8 years.

Environmental quality will be further enhanced, with a steady increase in the proportion of excellent quality surface water (reaching or exceeding Class III) and improved homogenization of urban and rural water supplies.

Furthermore, the plan emphasizes maintaining qualification rates for quality and safety inspections of major food and agricultural products at above 99 percent and 98 percent, respectively, with the proportion of green and high-quality agricultural products exceeding 62 percent.

In addition, there will be a focus on building a medical and health service system that aligns with the needs of the people, maintaining primary care visit rates and county-level visit rates at above 65 percent and 90 percent, respectively.

The local government will continue its efforts to reduce the incidence of major chronic diseases and improve the standardized management rate of chronic disease patients, with standardized management rates for hypertension and diabetes patients both exceeding 65 percent.

Moreover, strict prevention and control measures for key infectious diseases, severe mental disorders, endemic diseases, and occupational diseases will be continuously implemented.
