Authorities of Putuo district in Zhoushan, East China's Zhejiang province have rolled out 61 policies to bolster its high-quality development.
The policies include expanding effective investment, encouraging technology innovation, cultivating advanced manufacturing clusters, promoting modern service sector, improving port infrastructure, and advancing rural vitalization.
In terms of investment, the district aims to achieve an investment in fixed assets of 11.6 billion yuan ($1.67 billion) in 2023 by granting 2.15 billion yuan in funds, providing 1,000 mu (66.67 hectares) of land and 4 million yuan in subsidies to energy projects.
The district will award up to 1 million yuan to enterprises that have made major breakthroughs in key and core technologies, with the investment in research and development of enterprises above designated size set to increase by 8 percent this year.
The district is planning to build a provincial shipbuilding and marine engineering industrial hub by attracting and cultivating more talents engaged in the advanced manufacturing sector. The district will also pay for housing subsidies and offer up to 300,000 yuan in rewards to professional talents.
In addition, authorities will accelerate the implementation of the three-year action plan that is aimed at advancing the integrated development of culture, tourism and sports industries.
Authorities will also make efforts to improve the city's transportation and port infrastructure so as to boost cargo throughput to 15 million metric tons in 2023.
The district will provide subsidies to deep-sea fishing vessels as part of efforts to advance the high-quality development of fishing and agricultural sectors, which will in turn aid the rural vitalization drive.
In addition, the district plans to allot two thirds of its public budget to improve people's wellbeing in terms of employment, education, healthcare and elderly care.
