Zhoushan unveils development goals for 2023

Zhoushan in East China's Zhejiang province unveiled its development goals for 2023 at the third session of the eighth Zhoushan People's Congress on Feb 2.

According to the work report delivered by Zhoushan mayor Xu Renbiao at the conference, the city is looking to promote the "dual circulation" development pattern by implementing the pilot free trade zone strategy, strengthening the river-and-sea coordinated transport services as well as participating in the integrated development of the Yangtze River Delta.

The city aims to have the value of its bulk commodities trade reach 850 billion yuan ($125.6 billion) and its oil and gas transactions total 750 billion yuan in 2023.

Zhoushan plans to build six industrial parks and attract 100 projects with an investment of more than 100 million yuan each this year to inject impetus into its economy.

The city will implement the three-year action plan to advance the transformation and upgrading of its manufacturing sector, with the ultimate goal of increasing the added value of enterprises above designated size by more than 10 percent in 2023.

Zhoushan will channel more resources towards cultivating market entities with the aim of adding 60 enterprises above designated size, 30 little giants and one listed company this year.

The city will take a series of measures, including streamlining approval procedures and building five technology innovation centers, to optimize its business environment and encourage more companies to pursue innovation. It plans to add more than 180 high-tech enterprises in 2023.

Zhoushan will also continue its efforts in making progress in rural vitalization, green development, people's wellbeing and social governance.
