Authorities in Zhoushan, East China's Zhejiang province held a conference on Aug 25 to engage with representatives of various universities, including Zhejiang University and the China Academy of Art, to discuss new ways to further cooperation. 

Cooperation between the local government and universities will help attract talents, advance innovation and accelerate the transformation and upgrading of the local industries, according to the authorities. 

These cooperative ties have led to the city welcoming 135 PhD holders from January to July. 

The local government has in recent years set up research platforms, made technological breakthroughs, attracted and cultivated high-caliber talents, and accelerated the industrialization of scientific and technological achievements through its cooperation with universities. 

Authorities said they will roll out favorable policies to encourage scholars and experts to work or launch startup projects in Zhoushan, which will significantly improve the city's maritime economy and aid its common prosperity efforts. They will also strive to establish more practice bases and post-doctoral research centers to attract college graduates and top talents to work in Zhoushan. 

In addition, collaborative innovation centers will be built to improve the efficiency and quality of innovation.
