More convenient to start businesses in Zhoushan

Zhoushan in East China's Zhejiang province boasts more favorable business environment as it is more convenient to start a business in the city, local media reported recently.

Take the issuance of an industrial product production license as example. Previously, companies were required to submit application materials to local government and these materials were then evaluated by experts before they received the license.

Now, companies can finish the application procedure just by logging onto the Zhejiang government affairs website to upload an application form, a letter of commitment in accordance with industrial policy, a qualified product report and a scanned copy of the business license.

The new practice shortened the license issuance time from previous 60 days to the same day of the application.

Although Zhoushan has lowered its threshold to start businesses, it does not lower requirements for business operating.

According to a staff member from Zhoushan market supervision bureau, they will inspect the company after it receives the production license and if its operation dose not comply with its commitment, the production license will be withdrawn.

Since Zhoushan rolled out the reform separating operating permits and business licenses in 2017, the city has canceled 81 administrative affairs requiring approval.

Currently, it usually takes four working hours to start a business in Zhoushan and applicants are only required to make an online application before receiving the permit.

It usually takes the shortest 0.5 working day to apply cancel the operation of a company in the city.

Statistics show that as of November, Zhoushan is home to an addition 21,779 market entities this year.
