An enclave specifically for housing talent from Zhoushan was established in Shanghai's Putuo district on Aug 1, according to local media reports.

The enclave, spanning an area of 1,400 square meters, is as an extended section of the Putuo Bay Makerspace Wharf, a local business incubator located in Putuo district, Zhoushan.

It is to become an industrial park for startups in emerging sectors such as big health, marine technology, and smart manufacturing, coming as the lastest effort by the local government to attract more talent and promote the integration of the Yangtze River Delta region.

A total of 11 enterprises have already settled in the park, including Lemida New Energy (Shanghai) Co Ltd, an energy and intelligent connection solutions provider in the NEV sector.

Gao Jian, a senior manager at the company, said the park's good office environment and preferential policies are the prime reasons why the company chose to locate in the park.

The company's outlet in Shanghai will be responsible for technical research, while the one in Zhoushan focuses on manufacturing and sales, according to Gao.

Enterprises in the park are exempt from rent and entitled to financing and human resource services.

Since its establishment in December 2015, the Putuo Bay Makerspace Wharf has attracted a total of 331 entrepreneurial teams from 19 provinces and municipalities nationwide, creating more than 3,700 jobs.

It has incubated 96 enterprises, including 55 provincial level technical enterprises and four national-level high-tech enterprises.
