Zhang Zheyi, who runs a homestay in Gouqi Island, Shengsi county, recently can't help but smile when she talks about her business.

"Our rooms are fully booked every weekend," she said.

Zhang's homestay epitomizes the rebounding tourism sector in Shengsi. Gouqi received 5,142 visitors in total during the three-day Dragon Boat Festival holiday which ended on June 27. The hotels on the island saw an average occupancy rate of 62 percent, nearly the same as last year.

The promising results can be partly attributed to efforts made by the local authorities to promote the resumption of production and improve social governance.

In May, Shengsi was honored as a provincial safe county with a score of 98.59 points, the 15th consecutive year that the city has won the honor.

Digital technologies have been widely adopted by the county to facilitate social governance.

For instance, fishing vessels in the county are being closely managed after they are installed with a collision avoidance system and a positioning system.

The high efficiency with which local police resolve criminal cases also reflects the county's improvement in social management. In the first half of this year, 35 criminal cases were filed in Shengsi, down 36.4 percent year on year, official data show.

Meanwhile, a series of campaigns were also launched in the county to improve sanitation and traffic conditions, as the county is striving to build itself into a national civilized county.

A senior official from the local government pointed out that they will further modernize social governance and turn Shengsi into the safest area not only in Zhejiang, but the entire country.
