Dinghai district in Zhoushan, Zhejiang province has invested over 77 million yuan ($11 million) to help build nearly 20 agricultural industrial bases in Xuanhan county, Dazhou, Sichuan province since 2018.

At the beginning of 2018, Zhoushan started to offer partner assistance to Dazhou. Since then, Dinghai has been offering assistance to Xuanhan and helping to develop agricultural industries in the county in a number of ways.

A rose farm in Xuanhan's Qianling village, funded by Dinghai district and covering an area of 500 mu (33.3 hectares), welcomed an excellent harvest in the middle of the year, assisting 1,238 cash-strapped locals.

Dinghai district has invested 2.5 billion yuan to establish a plum processing company in Xuanhan's Miaoan village.

"Thanks to the company, the annual per household income in our village has increased by 4,000 yuan," said Chen Daobo, a farmer in Miaoan village.

According to Dinghai's bureau of development and reform, the district signed an agreement to purchase agricultural products from Xuanhan in April 2019. To date, Dinghai district has bought more than 5 million yuan of agricultural products from Xuanhan county.

Dinghai district also made and has been promoting a mobile app for locals in Xuanhan county in an effort to help them sell more agricultural products and alleviate poverty.
