Putuo district in Zhoushan, Zhejiang province made the list of the top 10 happiest districts (including counties and county-level cities) in China according to an annual forum on Nov 25 in Guangzhou, capital of Guangdong province.

This is the 2nd year in a row that the district has won the national-level title.

The list was jointly compiled by Oriental Outlook and Liaowang Think Tank after three months of research and investigation.

Also included on the list were three districts in Guangzhou, one district each in Foshan, Shenzhen and Ningbo, one county in Hunan province, and one county-level city each in Jiangsu and Zhejiang provinces.

In recent years, Putuo district has been looking for ways to bolster high-quality development, and has been focusing on urban and rural construction, city management, public services, local economy, and quality of life, among other things.

In 2018, the Putuo Comprehensive Society Governance Service Center was designated as a national-level base for research on the application of big data in grassroots governance.
